This seems to have been an issue for sometime based on my search.
Hands down this is my biggest complaint with my Volt.
When I get in my car and start up it probably takes 15 seconds or so for my iPhone 6+ to connect and it isn't automatic.
The car always defaults to FM, I have to manually get the phone connected before embarking on my trip.
With this same phone in any rental car I have ever been in I can start up, drive away and have my music resume right where it left off.
So we know the phone is fine.
It looks like tons of people complain and there has been no fix.
Well doesn't a car company have to fix a problem and if it can't after three times or so it is declared a "lemon". These rules are at the state level so all are different.
For example if you set the cruise control and it took 15 seconds to activate that wouldn't be considered acceptable.
Is it unreasonable to demand they make the phone pair automatically each time?
