I suspected that may have been the case, though the picture looks much like mine with the camera in place. However, I should have remembered that this is the book for the '12, which doesn't include the FCA camera that was introduced in the '13s (which I have). At some point my smaller cover was removed and broken. I suspect by the dealership when the PO had it in for "front camera service required". Unfortunately it appears they used a couple spots of super glue to reattach it, which I had to pry off when I had to reattach the framework to the mounting pins on the windshield after I bought it.

Follow what El Dobro suggested regarding the small cover for the rear view mirror to start. He reminded me that the documentation I posted is for the '12, which didn't have the camera. I know when I've removed my piece on my '13, with camera, same as yours. I had to separate the cover from the frame that attaches the whole assembly to the windshield. There are several tension clips around the edge. As I recall, using both hands, with the thumbs centered on the center of the panel, I was able to pull the edges away from the frame while applying gentle pressure to the center of the panel. Basically spreading the sides away from the frame. Certainly not a lot of force was needed, but enough to bend the plastic slightly. I'm sure there is a more "official" removal procedure, but that worked for me as I had to reattach one of the retaining pin points that attach the frame to the windshield that apparently didn't get put back into place properly when the camera was last serviced.
