So is NJ, but they didn't sell them here.
NJ doesn't build the spark EV motor nor is it adjacent to DC.

We can go on and on wondering why GM does what they do. Why did the price the ELR at such an insane price? Why did they remove homelink in gen2? Why don't they make a real cargo cover instead of that loin cloth (a.k.a. POS: piece of spandex)? Why don't they make a Voltec CUV/SUV? Why did they get rid of/add various paint colors? Why are they rolling out Bolts so slowly across the US? Why didn't they make the bolt rear end look like the prototype? Why did they make the gen2 lower grill so ugly?

That's pretty much what I though, since they made them in White Marsh. This came up on another website.
Well, they didn't pull the plug just for MD....all Spark EV production was ended when the Bolt was launched.
As to why GM brought them east to MD? I think the official reason was that the existing charging network was sufficient to support the Spark EV, and with DC being a big commuter area, the Spark EV fit the bill I guess.
I believe the Spark EV motor was also built in White Marsh, MD, so that might have been another factor.
