Yes you can. I buy long string versions of tape mounted SMD emitters and use them for model kits all the time. If you look closely they usually show a cut point on the tape itself.Supposedly you can pull the LEDs out of the silicone tube and cut them down. Cut points every 3 LEDs.
True.My point is, yes you can cut them 3 spacing, but if you do you will cut down on the last segment of the sequential turn segment. 2 long segments then last one being shortened.
As an update, these are available for $17 on Amazon https://smile.amazon.com/gp/product/B0732SZXCN/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1on Gen 1 Volts, on the driver side, remove the screws that hold the inner fender on the front side, inside the fender. There is a 6 pin connector that contains the parking and turn signal wiring. I would guess there is a similar connection for the gen2's that may also include the DRL.
