1) I am trying to lease 2017 Volt LT with leather seats around Phoenix, AZ. Does anyone have any numbers to share? I am getting the below deal

Volt LT for 36 months & 15,000 miles a year & the payment was $443.81 including tax

2) Also can we lease from outside the state ? CA seems to be having pretty good deals on leasing volt.

3) If I buy a used volt from a dealer, am I eligible for the Energy Efficient license plate so we can drive in HOV lane?

My lease here in NJ is $331 per month for a loaded premier 2017 with everything except adaptive cruise control
I have seen LT leases for $269.

Try Rydell Chevrolet in Calif and Keyes in California and mention you are from this forum. You can get addresses and phone numbers via Google search. Both had posted deals on the forum recently - click the forum box at the top and go to the category ' buying and leasing"
Rick Alpern is the sales manager at keyes who posts regularly.
I have shown their pricing to my local dealers here in nj and they have met the prices.

Good luck - the Volt is a wonderful car - the best car i have ever had. Am on my third - 2 prior leases expired. in both cases, about 30,000 miles, no maintenance except tire rotation and less that 30 gallons of gas. Would have used less gas if i didn't fill up the tank after the volt automatically ran the engine to use up 1 year old gas, and i filled it up. burned nearly full tank of gas off the 2nd year, then i got smart and only added 2 gallons

You need a certain amount of information to evaluate a lease. To start you'd want to know the purchase price, the residual, the money factor, cap reduction (from you), and any lease cash that is available. With so many moving parts a monthly payment number by itself isn't that instructive.

Except the $443 number sounds high, implying $0 down. We can make that $443 drop to anything smaller by adjusting the down payment. 100% down magically becomes a $0 per month payment. But the real key is to drop the purchase price as low as you can before negotiating financing. DonC is right, so many variables you have to watch the dealership finance guy like a hawk. Most people don't and get screwed in the process.

Most California Dealers won't lease out of state...OP look over at https://leasehackr.com/forums

Here in Cali, if you qualify for the $3000 off incentive for non-Luxury Asian lease conquest and FB, an ACC (C2, C1, Premier) Volt is going $0 drive off and $233/mo...

Possibly. It depends on if there are any of the limited number of "Hybrid Vehicle" plates available. Currently the answer is NO, as the limit of 10K plates has been filled. But they do open it up from time to time (this gets harder as more vehicles qualify). Check with the DMV for info.
