Is that a sign of Volt production winding down as there seems to be a dearth of 2019 on dealers lots?

Here is 2017 with both the B and V highlighted.

December can be a good month (> avg)
if people are looking to get the tax credit by the EOY and other incentives.

Definitely. They ran out of Volt inventory. It was down to just over 1,000 units across the entire country. I actually saw several trucks shipping Volts out of California (my guess is to areas where the dealerships had run out completely).

The dealer I bought mine from has -10 -2018 Volts on his lot and no 2019's.

so they ran out / ran down Volt inventory, how much Bolt inventory did they have? seems like such a drastic drop that would have to be inventory constraint issues
