Anyone know if the Texas $2500 EV/etc rebate has gone into effect yet?

The Houston Chronicle article says "the rebate goes into effect Sept. 1" but then confusingly says "when the Texas Commission on Environmental Quality will start developing rules for the program."

I was hoping to use the $2.5k TX rebate with my $1k GM private offer before it expires on 10/2, but that isn't looking probable.

I was watching that carefully too. Emailed the TERP office, even got a reply.

Note the following was from June 28.

Good afternoon and thank you for your email. Provisions of SB 1731 related to a purchase or lease incentive program for new light-duty motor vehicles will become effective September 1, 2017. The TCEQ will then be able to *develop and adopt rules necessary to implement the program. The details and dates of final rule adoption have not yet been determined. The rulemaking process for this program will include public notice and may include an opportunity for public comments to be received and considered by the TCEQ. We anticipate opening the program at some point after the new year, likely in late winter or early spring. The earliest purchase date for eligible vehicles has not yet been determined.

After getting a $3K GM private offer in August for Bolt, we went ahead and got the Bolt.

In May 2014, I bought Volt. Was also watching for the program to start back then. But no news. About a month later, it was announced, retroactive to 5 days AFTER I bought Volt. So I guess it's not about the money for me.

This seems so backwards, but then again it's bureaucracy at its finest. Announce an incentive program is active as of Sept 1 2017, and only then do they begin to decide what the details are, and won't announce the first available sale date for up to 6 months.

We are currently in the process of developing the rules necessary to implement the program. The rulemaking process for this program will include public notice and may include an opportunity for public comments to be received and considered by the TCEQ. Draft program rules are scheduled to be considered for release for public comment at the November 1, 2017 Commission Agenda. We anticipate opening the program in the spring of 2018. The date after which a vehicle purchase will be eligible has not yet been determined. Once the program is open, the eligibility criteria, a list of eligible vehicles, application forms and instructions will be posted to our website.

Currently, our program that will administer this rebate is still in the development phase which means it is not currently open. However, we are hoping to open in the early Summer. Keep in mind that things can change at any time so dates may move around.

As for your purchasing of an eligible vehicle prior to the grant round opening and how it will affect your ability to qualify, much like the first statement, the decision has not been made on that item. However, you can call/email any time to check on the status of this question and we will gladly share the information with you once we have it.

Called TCEQ today. Lady said it should be open in early June. Does anyone know exactly how to go about getting this rebate filled out correctly at the dealership? Specifics. I'm holding off on my purchase until the day the rebate is live.

When I got one back in 2014 for a Fusion Energi lease, it got kicked back to me because the needed, "the lessor signature upon [my] lease agreement" . I went round and round with the dealership as they said the finance folks never sign those, they are done by Ford Credit. Finally I had the LDPLI Grant Coordinator talk to the dealership directly and they worked it out.

Basically, they needed to sign the bottom of the attached form so when TCEQ makes the 2018 forms available look for something like this.

Not active yet.
I got in toch with someone who is in-the-loop (PlugInTexas.org) and he said it should be live at the end of May or beginning of June. So, I just put $7k down on my 2018 Volt so they can hold it for me until the grant goes live before finalizing the purchase. It's like waiting for Christmas to get here!

Great news!!
Retroactive to Sept 1, 2017 !!

Except, ummm, we bought my wife's Bolt-EV mid August 2017. Missed it by 2 weeks.
Even worse, in 2014, I missed the $2500 program then by 5 days!!!
And it's not like I didn't know about the program before buying, but one can only wait for so long!!!

Oh well, I shouldn't complain. Life's been good so far. And we got the $2500 in 2015 on a C-Max-E.

Reminder that the $2500 is TAXABLE income. And it also serves to depress the value of late model used Volts in TX.
