Nice that they are offering this for 2nd and 3rd owners as well.

A Reward for Fueling With Clean Energy
If you drive a new or used Electric Vehicle (EV), you may be eligible to receive a $450 Clean Fuel Rebate. By driving an EV, you’re contributing to a cleaner energy future.
The Clean Fuel Rebate is funded by the State of California’s Low Carbon Fuel Standard Program, which helps combat climate change by encouraging the use of clean fuels, like electricity, in vehicles.

It's confusing, but your customer account number starts with 2 and your "service" account number starts with a 3 -- even solar accounts.

I applied for 2 since I have 2 Volts.
Make sure that you use the Service Account number like bentbiker said.
Look at your e-bill or physical bill.
There were 1500 applications by the time I submitted the second one.

There are two numbers:
Customer Acct begins with a 2.
Service Acct is right below it and begins with a 3.

Hopefully I get $900 coming my way... 
I wonder why SCE customers get 450$ and we in PGE territory got 500$?

Well, PGE customers can also get reimbursement for charging station (at least use to a year ago). No such thing is SCE land... Still, if I get my $900, I will be a happy camper

This will be a nice windfall if they approve because I've had my Volt for 3 years but just bought out the lease so technically I'm a "new owner" -
