Yes, the 2017, 2018 GM fender liners are now some kind of stiff fabric. This is also true for my Bolt EV.
If you want to mount a splash guard, I think you may need to add a plastic plate on the inside of the liner. Something you can attach the splash guard to, perhaps with the black plastic push-pin body panel rivets? The have a wider surface area compared to a screw.
