FWIW: According to the Gen1 Service Manual, if you have already replaced the Q63 this would leave the K20 Engine Control Module or possibly wiring as the possible culprit...

The resolution to this was to replace the Vapor Canister Purge Valve. It is located under the hood, NOT in the rear of the vehicle under the trunk with the reset of the evap system. 1 bolt, 1 hose connection, and 1 electrical connection. Took 2 minutes to replace.
