My daughter wanted to know if my volt will be able to go on the HOV lane in New York, using a clean pass sticker, which is valid for the Toyota Prius, Honda Civic Hybrid and a few other brands. I went online, and to my horror, I discovered that it is not eligible for the clean pass sticker, but the 2011 Prius and the Nissan Leaf are. I can't understand why! Anyone have any info about similar programs in other states?

It's likely that most states are following the lead of the California Air Resources Board which determined that because the emissions on the engine were not low enough (SULEV), the Volt did not qualify for low emission privileges. (The Volt does not qualify for a California rebate for low emission vehicles.) Chevy has said that they will fix the issue on future Volts.

Of course, as many have pointed out, the Volt owner could go to work and back, and not emit ANY pollutants, whereas the Prius can't get past the corner without the engine (ICE) turning on.
