New California Clean Air Initiative targets vehicle emissions

Vehicle emissions are still the low hanging fruit for cleaning up the air. When you consider that the major cities in California are primarily on the coast, the prevailing wind direction is from the ocean, there are limited upwind heavy industries to generate air pollution, and that these same cities are still among the high smog areas, you're left with only vehicle exhaust as the pollution source.
