So, when will Mazda achieve a solid, efficient internal combustion engine so they can make an EREV?

It does sound like Davis is saying Mazda hasn't reached the "holy grail" of producing "a solid, efficient internal combustion engine". It sounds like a very poor excuse and not well-though out, to boot, to explain why Mazda has no EREV or BEV in the marketplace.
