But they all share the internal combustion engine. So before we go into the time and effort and expense of adding electrification, we were convinced that a solid, efficient internal combustion engine was critical.” :rolleyes:

It does sound like Davis is saying Mazda hasn't reached the "holy grail" of producing "a solid, efficient internal combustion engine". It sounds like a very poor excuse and not well-though out, to boot, to explain why Mazda has no EREV or BEV in the marketplace.
