Not sure about the Volt but with other cars if both keys are lost it is no longer a matter of reprogramming (for which you need at least one key) but instead the dealer will have to replace the BCM (Body Control Module).
GM cars have always had a procedure for programming new fobs to a car when there are no current fobs available. The procedure takes at least 30 minutes and erases the lost fobs from the car's memory. Thank you sir for the first one to point this out! It really worked! I now have new FOB key and the old transmitter that I lost won't work on my car anymore. If they use the metal key, they can open the car but it will set off the alarm.Go to page 34 of your owner's manual to see the 30 minute procedure for pairing a new fob to your car. Buy a fob and bring it home and do that.
There was a serial number with keys when sold. Check your glove box and purchase docs. This is used for ordering the metal key to unlock the door if the battery is dead.
Yes, this is a good idea to prevent the loss of keys and wallets, as long as you know how to find the location, you can finally find the fob.
