..each time i answer the call while driving, a the Volt switches to handset. In most cases I am able to switch back ( causing road hazard ) but often enough - even tho the phone seems Bluetooth connected - won't let me switch ...

I would try deleting your phone and repairing. The only rare time I have the issue described with my Volt (also a 2013, iPhone 7 and used to have iPhone 6S) is at the beginning of a drive if a call comes in when the Bluetooth pairing still seems to be in progress, downloading recent phone calls and that fun stuff.

It's a known problem. No fix yet. Just hit the transfer button on the screen.

I don't remember my 2014 doing this but admit, i haven't been driving that one much lately (Wife's daily driver )

Yep getting this my self. I may try using an older iPhone with older iOS to test the functionality. Pretty sure this came in a recent iOS update.

Mine didn't start having this issue until I upgraded from a 5c to an SE.

Please complain, complain, complain. Make calls to Apple AND GM. Perhaps enough squeaky wheels will get an update patched to our phones or our cars.

Started happening to me after an iOS update, but it's never really worked perfect. A lot of times I try Bluetooth music and it won't play through speakers until I switch back and forth from output to iPhone and back to volt.

Correct. They just released beta 3 so I'm sure it will be widespread soon.
