This is correct. The Volt battery always maintains a low-end buffer to a) protect the battery, b) assist with high-demand acceleration, and c) allow for very low speed EV driving without using the ICE.

The Volt battery always maintains a low-end buffer to a) protect the battery, b) assist with high-demand acceleration, and c) allow for very low speed EV driving without using the ICE.The Volt will always have some amount of charge in the battery in REx mode. It'll never be completely empty. From what I've seen, both generations go less than 1/2 second faster in hold and REx mode.
