How could the current law be revised to help the middle class afford EV/PHEVs? The tax credit "looks" too focused on people that could afford one without it ($100,000+ Teslas)and how many middle income families have a $7500 tax liability?
As far as solar the poor man's way is through an entity like Solar City but given what I read about their finances that doesn't look like a particularly sustainable model. The local utility is offering participation in a solar farm but that doesn't save on the bill, it adds to it.
