I believe the estimated EV range is based on the typical driver, using moderate acceleration, moderate climate control usage, etc. Pretty sure they base it on using approximately 275 watts/mile and the available power from a fully charged battery (~14kW gen2). Of course adjusting your driving style makes a vast difference in either direction as to how far it actually goes. Naturally using climate control draws power directly from the battery and will impact significantly in extreme hot or cold weather with cold making the largest impact not only due to heating requirements of both the battery and passenger compartment (if needed), but also the battery tends to discharge more quickly if it's cold. Hope that kinda clears up some of the question.
