This points to a loss of communication between the antenna on the roof and the on-star module. The GPS signal and all other radio transmissions run from the antenna to the on-star and main radio head units. The On-Star modules handles the failed items you listed.

Well, I tried pulling that fuse with no effect on the system. My OnStar light is green for about a minute or so and then turns red.
I'd guess that your On-Star module has failed then.

I can still make OnStar calls, start my car remotely, unlock it remotely and get diagnostics from OnStar, though.
In this case you have either a main radio head unit failure or the cable between the on-star module and the radio head unit has disconnected or failed. I'm staying away from thinking it's a BCM (Body Control Module) simply because you haven't reported other issues that would point to the BCM.
