Yeah, I was reading an article about that. There is some resistance to AV testing, but it appears the pro-AV members of the bureaucracy have the advantage.

Requiring a police escort is odd. If the autopilot is following a police escort most traffic will be parted out of the way. If the Police escort is following the autopilot it will alter the typical traffic pattern. Just put an officer in the back seat to make big brother feel everyone is protected.

That is an interesting question. By law, you are supposed to pull off the road for various emergency vehicles. But identifying a safe spot to pull off the road (where you won't get stuck) is a complex task that would probably give the autonomy software a hard time. Plus, there are plenty of times when pulling off the road is not really necessary, helpful or even possible.

You mean like on a divided highway where people pull over or stop when not needed or required (the emergency vehicle is on the other side going in opposite direction)? I would expect the car to act rationally and follow the law, just like red lights, green lights, etc.

New York City has five boroughs. Maybe they will test the self-driving technology on some of the less congested streets of some of the outer boroughs but I can't see the self-driving Bolt vehicles navigating Manhattan streets.

You should drive San Francisco. I'm not even sure driving is the correct term for operating a car in that hellhole.
