It's part of the fuel pump module in the tank per this thread I found while searching here: 2014 Does the Volt have a fuel filter? So, no it's probably not been changed, and almost nobody's has.

My 2011 is original, I see no reason to mess with it unless the gas can't get through. Of course, I don't put grass clippings, leaves or other random stuff in my gas tank either.
