Is this legit?

It seems to be a ligit regional contest of some sort. Normally, it would annoy me that the website coding allows non-eligible entries, but because we don't know for sure how GM decides who gets a private offer, maybe the more lists, the better (unless, they can send our phone number on to 3rd party marketers, which I guess would be bad).

Most contests are a silly waste of time, still, possibly a long shot for a free Bolt (well minus any tax liability) for those in the eligible states. Also, there is the risk of your entry info going beyond GM (there might be something in the rules abt sharing personal info., but I'm at the end of this pursuit :)

In the ad agency's minor defense, they may not have anticipated folks searching for chevy sweepstakes by google. In my few moments of nuttyness, I was searching for chevy bolt sweepstakes or contest without quotes.
