Summer 2017 Volt (gen2). Had the Charger port ring light installed from the factory. I've noticed a few times now that when I open the door to plug in the charger, the light doesn't come on.

Should this light/ring come on every time you open the door? It does come on when I plug in the charger.

It should. But it doesn't always.

No, the charger port light will only illuminate if you open the charge port cover within a minute or so of turning off the Volt and then only for 30 seconds. If you wait too long before you open the charging port cover the optional charging port light will not illuminate. While the Volt is charging the charging port light and the dash charging status light will flash in unison. When charging has been completed only the dash light remains illuminated.

I have the 2017 Premier Volt. The charge ring was ordered with the car, installed at the factory.

Low and behold, I had the same problem. Ring light would not come on when opening the door, wouldn't come on all the time when taking the charger plug out. Eventually, even that stopped working.

The dealer is supposed to be trained in the VOLT and its peculiarities, but I found that both the service writer and the service tech didn't have an idea of how it was supposed to work and were telling me fantastic stories of how it was supposed to work.

Look at the manual, I believe it tells you something about how it should work.

If you get out of the car after you stop it and open that door, it should be ON.

It will flash in unison with the dash light as it charges and when completed, it will go out.

When you pull the charge plug, it should come on and go out when you close the door.

Mine was finally replaced by the dealer but I had to find information of how it was supposed to
really work and give it to the service writer, who gave it to the service tech before they would
do anything.

Don't believe everything the service tech or the service writer tell you, they have been wrong
many times on how things in the VOLT work.

Often, I'll park my car in the garage and then i'll come back in 10minute or so (say after putting groceries away) to plug in the car. Always thought it was odd that just opening the charger door doesn't trigger the ring to illuminate. Seems like a huge oversight.

The Stealership told me the charge light is tied into 10 min delay lighting, the one that keeps the interior lights, radio going until you open the door. Not possible as mine shuts it all down when the door opens.
Then there is the, it is shut down by the headlight electric eye theory, it is bright sunny day outside, and mine comes on.
As for after 10 minutes it times out, Mine has sat all night, I just opened the port door and the ring o light comes on.

There are a couple of micro switches that come into play.
One on the port door, when it opens it makes contact. This is one that failed on my car.
There is also one that senses the charge plug being pushed in or removed. I theorize that it is fed or connected from the prot door switch.

failure of either switch will give unwanted results, considering what this package costs and repair is to replace the package.
