Be kind of difficult to build infrastructure such as roads and bridges (and walls) without taxes to pay for it.
I think Volt is being validated by other PHEVs hitting the market such as Toyota and to a lesser extent Ford. This makes more comparison shopping happen. Which means that more people are aware of Volt.
