I am very pleased that the IIHS is giving manufacturers a hard time about headlights. When they started doing this, I sent them an email thanking them, and got a very nice response.
On the other hand, the NHTSA has kept U.S. headlight standards woefully behind the Europeans since the 1960s, and has seemingly done little in terms of enforcing the marginal standards they do have. Lots of NIH at the NHTSA. I once got into a email discussion with one of their bureaucrats about 15 years ago, and lets just say he was everything I'd imagined... ("our way is better" - even though almost every country in the Rest of the World follows the European standards...)
