Short: If you're in a hurry, order from a CA or OR dealer and have it shipped...

Long: No one yet knows and furthermore why go off the Gen1's history vs the Gen2s which was just a year ago? With the Gen2 only the ZEV states got 2016 Volts...Despite GM saying the Bolt EV isn't a compliance car and will be sold in all 50 states, you can now only order it in CA or OR...It's reported that the first wave is going to Lyft, we aren't entirely sure if they'll be many (or any) 2016 customer deliveries as GM declined to confirm 2016 customer deliveries...I'm confident by Feb most if not all of the CA/OR will be built...There was also someone claiming to know a plant worker who state the Bolt EV is rolling off the assembly line at 9/shift and their goal is 30/1st shift but again this isn't confirmed nor do we know how many shifts they're wanted to do...

Try dealers in MD. Being a CARB state, they may get Bolts before VA. You can also try Chevy dealers in Urban areas of Northern VA -- they are likely to get the first supplies of Bolts.
Ordering has not yet opened in anywhere other than CA or OR...All guesses are as good as any to when additional states will open and whether they'll be to all states, just the CARB states or just the ZEV states (like the Gen2 Volt)...Also there's still Canada and Europe which I haven't been keeping up to date with, the Gen2 Volt did launch in Canada and the ZEV states...

Stephen, below is Chevrolet's response to the same question for MD. I found it on the Chevrolet FB page:
