The larger battery was made possible by advancements in material technology and manufacturing techniques. Storage density and physical size are both improving. The Bolt has the space for the larger battery so why not make a physically larger battery with a higher energy density at the same cost as the smaller battery of the 2011 Volt.It does have 7X the range but it also has a 4X larger battery.
