Why not consider a 2014? I bought my 2013 in Oct 2013 for about half off MSRP thanks to the state rebate as well as other GM and dealer incentives.

Thanks for the links henry_fl. 2 of them are no longer there. The loaded 13 is a demo with 3400 miles on it. I got them down to 27k. They claim its still open to collect the tax credit, I suspect the warranty was started about 18 months ago, have to call gm to find out for sure. Im torn on if thats a good deal or not. With the 2016 coming soon I think I may wait untill we know more about pricing.

Btw, I have a loaded 2013 volt currently with 60k. But I bought kinda high and want to see if I can break even on trading it (I owe 17k) and get a really good deal on another one thats new.

I called on a new 2012 loaded. They said the lowest they can go is 28k. I told them they are way to high and their reponse was they can't help that gm lowered the price in 2014. Not sure what they are going to do with that one.

The 13 I got down to 27k took some back and forth. At first they said the lowest was 36k and if they couldnt get that they would let it rot and rust away on the lot. The manager over heard and had the guy call me back, was really funny.

There are a couple of threads here about people (including me) who have bought new loaded 2012's for less than $25,000 before taxes. Maybe you should email a link to the salesman, so he can work on the manager. Also, as I have stated in the past, you shouldn't ask the dealer for their best price, you should tell them how much you are willing to pay. If they have a firm offer from you to consider, they might take it. The end of the month is coming, and they're probably ready to make a deal. Hit them with your number today or Friday, and you'll probably own it by Saturday.

Ok so here is my firm offer I made today, the saleman said he would talk to the manager and get back to me.

Their "new" 3400 mile demo loaded for 27k plus tax and fees
I trade my 60k mile loaded volt in for 16k, I owe 16,900.
I put 10k down (will get it back very shortly with state credit of 10% and the $7500) finance the rest with them.
That would put me at around 20-21k out the door after credits.

So does this mean you got a newer volt for $6900 net after trade-in?

Sorry, I completely misread your post and took $16.9K as what you would end up paying for the car after trade, then subtracted $10K for the rebates. It was completely wrong.

Maybe it's just me, but I would just keep driving your current car rather than pay 20-21K every few years for a new one. I know some people would argue getting rid of your car at around 60K miles where it still has some value, but I for one prefer to pay off my cars and drive them into the ground. In the interest of science, someone needs to be the trailblazer and drive this car over 200K miles. It will take me 10 years to do it (and far less to pay off the loan).
