2017 Volt getting 59-66 miles battery range on full charges. Why? Is this normal?

The window sticker is misleading by rating the distance per full fuel tank, rather than distance per unit of fuel... most likely because the distance is relatively small and few of us have ever previously driven cars with fuel tanks that hold only the equivalent of "1 or 2 gallon’s worth" of miles. The car is rated at ~3.76 miles/kWh of grid electricity used, which translates to ~53 ev miles of range (to compare, my 2012 Volt was rated at 3.37 miles/kWh, or 35 ev miles on a full tank). Note, too, that it’s normal for the full charge ev range to cycle up and down throughout the year as seasons change... see what happens to your range next November/December...

Check your energy usage screen... sounds like your ev mileage is better than 3.76 miles/kWh...

Things that affect ev mileage are much like things that affect gas mileage.
