I have the same exact question and I have the same year model volt!

 

Its crazy why it's not included I hope someone can help us out

I'm pretty sure its a software update and would have to pay the stealership for it.

 

Thats what I was also thinking oh well we have a recall so looks like they will be taking my money soon.

If I remember correctly, the older 2017 Volts manufactured in 2016 had an earlier version Infotainment System / Radio that were not able to access WiFi directly in order to download the Shop Apps. This only worked for the later 2017 models made in late 2017 and the 2018 Volts. Think it needed a version 3 Infotainment system. The 2019s have a different version Infotainment system that does over WiFi software updates that the 2018 Volts can't do. Unfortunately, all of the Volt Infotainment / Radios from 2016 through 2019 are not the same. If you look, there are older threads on this subject.
