I'm in a bind. My car is parked against a wall nose in. The charger J1772 is stuck in the port. I have reviewed how to get the car (in an emergency) out of Park in the forum. I have also read about a volt owner who "picked the charger" to release the locking clamp. Other than being electrocuted that seems like the easiest solution.

Any help will be greatly appreciated

Yes, you just need to lift the locking arm to disengage the hook.

Personally, I would contact a Volt advisor and ask them.
This would have the dual effect of notifying them of an issue, and they might have a simple answer already.

Volt Advisors can make a dealer appointment for you. They are not Volt technicians. This forum will have far better answers.

When this happened to my 2012, I pried off the plastic cover of the handle, so I could release the latch. It separates at the seam between the top and bottom halves. Then you can easily get at the mechanism that releases the latch. Lubing it up would probably allow it to work again, but I got mine replaced under warranty.
