They don't stick anything up the tail pipe of modern vehicles, they use the OBD2 port to read out the error codes. It's done during the annual safety inspection.
$2000 Rebate Came!
Cashed my $2000 "Drive Clean Rebate Program" check today. 
I applied at San Joaquin Valley Unified Air Pollution Control District about a month or so ago. Still waiting for the $1500 check from the state, but it's on the way. I just barely got it OK'd before the money started to run dry.
I'm a happy camper.
