Can you use the cord that comes with the Volt outside? In the rain?
Yes. The J1772 connector that plugs into the Volt is designed to be used in all weather conditions. The electronics unit housing of the factory EVSE, unless it has been opened as would be required if it had been repaired, is factory weather sealed. The 5-15 power plug is not fully weather rated so it should not be used with an extension cord and allowed to lay on the wet ground or be directly exposed to water or rain. So you can safely plug in the EVSE that comes with the Volt into a 5-15 outlet that is inside a garage or a carport or otherwise shielded from the rain/weather and charge the Volt outside in the rain (as long as the charging cable can reach the Volt's charging port.)

If you need to use an extension cord, something that GM does not recommend, it should be a quality extension cord that is as short as possible, three wire grounded (of course) at least 14 gauge (12 gauge wiring would be even better.) You can purchase a weather/water shield cover for the extension cord connection so that rain/snow/ice water will not get into the connection where the EVSE plugs into the end of the extension cord.
